Clause 3.

There is no provision here for the

case where the functions of two offices, the holders of

which are both ex officio members of the Council, are

being performed by one person.

It seems very strange that a public officer

may be provisionally appointed as an unofficial member.

Is there some special reason for this?

Clause 4. The words "for Our confirmation or

disallowance" have been omitted in all recent Instructions

because they raise doubts as to whether a provisional

member is qualified to act prior to the confirmation

of his appointment.

Clause 8. The words "unless when" are hardly

grammatical.

Clause 25. The words at the end of paragraph 2

has a suspending clause which prevents it coming into

operation until some years later.

Clause 26. Recent Instructions have omitted the word

"Our" in the third line of the concluding paragraph
